Discrimination of any individual on the basis of their origin, sex, religion or appearance is not only an unethical crime but the most irrational thing to do to anyone. People, no matter what their origin should be treated equally whether a workplace or a community. However, organizations need to be careful regarding their policies concerning non-discrimination. It should clearly outline the real emphasis as to why they have been drafted as well as the consequence of the violation of any of the non-discriminatory rules. In response to the non-discrimination rules, the organization should be fair. Policies devised should be in the favor of the employees. This normally aids the mental efficiency of the employee in the workplace as he or she knows that they have their rights that wouldn’t be violated in any way (Tomei, 2003). As more and more businesses and organizations are evolving, it is necessary to note that a policy that befriends every need of the employee can be the only way to reduce or avoid any kind of discrimination. Robyn D.  Clarke in his magazine article entitled, â€Å"Workplace bias Abounds: New study confirms the American workplace has much farther to go to achieve true diversity† states, â€Å"For an organization to embrace diversity, it must be supported from senior leadership and built into the foundation of the organization. Companies need to appreciate and value the unique differences, perspectives, and experiences of every employee,† says Dexter. â€Å"Then, they must translate that understanding into a clear strategy for diversity infusion into the business model. They must create a culture of inclusion–an environment that gives everyone the opportunity to succeed† (Clarke, 2005). Therefore, a policy that embraces and addresses all the discriminatory issues of an employee is the one that succeeds. If any such policy had to be devised in order to limit the organization’s liability, it is important to educate all the employees of the organization. Education of the organization’s policies’ regarding the discrimination rules and the consequences of breaking them inevitably helps in avoiding the roughest situations that would otherwise would have to be dealt by the organization. An organization that shows a strict compliance to its rules and procedures is the one that succeeds. Another method to limit an organization’s liability regarding the discrimination issues is by joining the Business Coalition for workplace fairness (Human Rights Campaign, 2007). If any such realistic policy had to be devised; apart from stating the general non-discriminatory issues such as sex, color, origin, religion e. t. c. , the policy would also deal with a universal dress code that would help in creating a fair working environment. Another feature that can be added to this policy is to deal with pregnant and maternity leaves with fairness. Many women today are subjected to discrimination due to their pregnancy where managers often deprive these women of the opportunities they deserve. Currently, the organizations that have discrimination policies that are trans-gender friendly are the ones that are able to avoid most of the lawsuits. Tegan Jones, in the article entitled, â€Å"Lessons from Largo: Non-discrimination policies in the public and private sectors† state that any individual’s transition or any sex should not be a workplace issue. He states that is extremely vital to add â€Å"sexual orientation and GI&E to their nondiscrimination policies, create gender neutral dress-codes, have guidelines that set a time-frame and protocol for transitioning workers and ensure employee’s privacy† (Jones, 2007). Therefore, a policy that deals with all the elements mentioned above should limit a company’s liability towards lawsuits and further enhance the quality of the work environment as well.

Bread Givers Essay: Sara’s Identity In the book â€Å"Bread Givers† by Anzia Yezierska a young girl from poland grows up in america. Set in the 1920s conditions for immigrants living in the United States were tough, not to mention living in the lower East side of Manhattan, New York. Reb Smolinsky the father of Sara in this book really tries on impressing his beliefs onto his children for he is very set on his traditional ways. This becomes a very prominent underlying to the story as Sara grows throughout the book moving from her fathers beliefs to her own.This clash between the â€Å"old way† of doing things and her new american life style Sara breaks free from this conflict in finding her own identity in this new world. By doing so Sara really connect and Identifies with three main factors in her life independence, education and hard work. With these three basic elements in Sara’s life she really transitions into her own being and self identity. Througho ut most of the beginning of the book Sara is oppressed by her father’s tyranny that drives her to crave independence.After her father demolishes the lives of Sara’s three other sisters she â€Å"began to see that Father, in his innocent craziness to hold up the Light of the Law to his children, was as a tyrant more terrible than the Tsar from Russia† (Yezierska, 64-65). As this is just the beginning of Sara’s unrest with her father it is none the less the beginning of the end for their relationship. Because she does come to the end of her patience with her father. With him constantly beating her her down she would never be able to vocalize or blossom into her own ideas or beliefs.He would constrict all of her self identity out if she was unable to break free from him. â€Å"I’m smart enough to look out for myself. It’s a new life now. In America, women don’t need men to boss them† (Yezierska, 137). Sara finally speaks her mind along with realizing she is able to break free from tradition and be independent in this new world. America had really shaped her ideals and helped to create that pathway to break away. As she is independent she discovers herself through the freedom of being on her own. As seen when she is finally in freedom on her own. â€Å"My hands clutched at the knob. This door was life.It was air. The bottom starting-point of becoming a person. I simply must have this room with the shut door† (Yezierska, 159) Having her own place would create the birth spot for her dreams and aspirations. By now having her own place she is able to cut herself from her family and their hold on her opinions. She is able to break free and now allow her the freedom needed to discover her identity. As she clearly states when she says â€Å"starting-point of becoming a person†, this defines her. Education makes its impression on Sarah when she immediately connects and realizes her dream of becoming a t eacher.Giving education a high value in her life. â€Å"A school teacher-I! I saw myself sitting back like a lady at my desk, the children, their eyes on me, watching and waiting for me to call out the different ones to the board, to spell a word, or answer me a question. It was like looking up to the top of the highest skyscraper while down in the gutter† (Yezierska, 155). When she imagines what this one girl had done she realized thats what she wants. This teacher symbolizes a better life for Sara, a life Sara is determined to achieve. The only thing keeping her from achieving this is education.Education becomes what she believes to be the only gateway to the better life she wants. I becomes what defines her as her and changes her status. Finally starting her way to her dream she goes to school. While there she gets her dream and love of education rekindled. â€Å"There was one in the school who was what I dreamed a teacher to be- the principal, Mr. Hugo Seeling. He kept t hat living thing, that fame, that i used to worship as a child† (Yezierska, 270). The passion she describes here is what directly comes from her and her desire. She puts teaching and education on a pedestal just like hr father puts his faith.She strives to get that same identity with education as a teacher as her father does with the Torah and his religion. Even Fania compares them saying â€Å"Come, Bessie. Let’s leave her to her mad education. She’s worse than Father with his Holy Torah† (Yezierska, 178). This shows how strongly Sara really takes education in her life. Just like the Torah is her fathers identity this is hers'. Sara even when she was young believed in hard work. She wouldn’t hold herself to a lower standard even if it was easier. When she goes to buy herring from Muhmenkeh the elderly women offers to give them to her free.In which Sara replies â€Å"No–no! I’m no beggar! I want to go into business like a person. I mu st buy what I got to sell† (Yezierska, 21). Even as a young child Sara refuses to take the easy route and accept this charity. She wants to earn it for herself and rise above the life of a beggar. To not let herself be defined and lumped with the poor low lives that don’t take the initiative to do better in life. This hard work is what fuels her to achieve her dreams. As wonderful as living and being on her own is Sara quickly figures out how hard it is.Because in order to pursue her dream she must work hard in order to support herself while going to school. Not to mention give herself time to study and understand what she is learning in order to move on in school. â€Å"As you had to shut your eyes to the dirt, so you must shut your ears to the noise. A quietness within me soothed my tortured nerves. I turned to my books on the table, and with fierce determination to sink myself into my head, I began my lesson again† (Yezierska, 164). She pushes herself through this hard time unlike most people in hard times that just give up.Instead she pushes onward and later on sees the reward of her hard work. Through these hard ships they mold her more and more into who Sara Smolinsky is and becomes. With out this determination and freedom of thought she would never have created her identity for herself. There are many other factors throughout the book that take its toll on Sara’s life and shape the way she changes. Although these three are the most strongly associated with how she identifies herself because these are all characteristics that are unique to her. By the end of the book Sara has fully embraced these and discovered herself.

Sampson and Gregory turn from being boastful to serious, in a way this is ironic because when the they were joking, they were not afraid of saying about what they would do to the Montagues, but now when they come across the Montagues they become unsure as to whether to torment them or not, because Gregory says How, turn thy back and run? Hes unsure whether to provoke the Montagues. But Sampson is not as afraid as Gregory, so he decides to provoke them by biting his thumb at Abraham and the servant. Biting thumbs was regarded as an insult in that day. Both houses start bantering at each other, both speaking politely with a threatening undertone. Gregory says Do you Quarrel sir? Which is do you fight. The Capulets crave for a fight by aggravating the Montagues, but the Montagues are not up for a fight. At this point Benvolio enters and Gregory says Here comes one of my master kinsmen. But he is not referring to Benvolio because he is a Montague. He is referring to Tybalt who is approaching. So the Capulets start the fight themselves when Sampson says Draw if you be men, Gregory remember thy washing blow. The word washing blow means in this context, a slashing blow, which is a sword move. They then fight but there is no description of what happens. Benvolio who is against fighting stops the fight, but then Tybalt who is a Capulet enters and he offers Benvolio to fight . Turn thee Benvolio, look upon thy death. Tybalt is an aggressive character and when he enters he is spoiling for a fight and he does not believe in peace, this is evident when Benvolio says I do but keep the peace. The two heads of the families seem foolish and try to stand up for their family by trying to be involved in the fight. Then Prince Escalus enters with his train, these are his guards in our context. He is in charge of Verona and he breaks up the fight between the two families. He is furious with them both. He gives a long speech to the two families. He compares their behaviour to beasts You men, you beasts, that quench the fire of your pernicious rage He also says that there have been three civil brawls between the two families in Veronas streets. He has had enough of it and the pointless fighting has disrupted the social life of the city. Their punishment if this happens again would be paid with their lives. Many of the characters from the two families seem to act first and think later. For instance some characters jump into a fight without thinking of the consequences. The fight breaks out quickly between the two families which proves the point that some of the characters act first, think later. These first 100 lines prepare the audience for the haste and speed which plays a big part in the coming tragedy of the deaths of Romeo and Juliet and it prepares for the fights that take place later on in the play. The Franco Zeffirelli film version of the play is set in the 15th century in the town of Verona in Italy which is the ideal setting to the play. The first scene which I am going to study is set on a bright sunny morning in the town market. The costumes worn are authentic to the 15th century, these include tight leggings known as Hose and close fitted jackets known as doublets worn by the men. The two families also wear the livery of their household. The Montagues livery is blue and grey and the Capulets livery are red and orange. The film introduces with a prologue, just like the text. As the Prologue is being spoken, the film shows a number of views of Verona. While this is being shown, music authentic to the time is played along with it. The prologue is correct to the text but the last two lines are cut out. After the prologue, the film goes straight to Veronas market, the public place. This market setting is authentic with its old sandstone buildings and its bustling market. Sampson, Gregory and another Capulet who is not included in the text, are walking through the market joking and being a nuisance to some of the citizens by kicking them for a joke. This portrays the Capulets as trouble makers. The mood is boastful and light hearted, which is faithful to the text. The film does not include the conversation about Colliers and Montague maids spoken between the Capulets. Then Benvolio enters, he stops the fight and says his lines from the text, but in addition to this he says The prince expressly forbids fighting on Veronas streets. This is not in the text. Then Tybalt with a lot more of Capulets men enter, he laughs in a threatening way and the mood suddenly gets threatening, he and Benvolio say their lines, which are correct to the text. Benvolio is cowardly towards Tybalts will to fight, and the brawl begins again. The mood is chaotic and hot because it is set on a bright and hot street. During the fight, Tybalt injures Benvolio and he says hi thee home? Fragment. This means youre a coward and you should go home, Tybalt says it in a boastful way. The film shows the fight with lots of chaos, colours, close ups, lots of action, aerial shots of fighting, village people trying to stop the fight, things flying through the air, explicit bits like people being killed, there is no evidence of this in the play, it is hard to see who people are, such as who is Montague and who is Capulet. At one point during the fight, Zeffirelli shows us the two households. He shows Old Capulet gathering his men and charging out into the chaotic fight. Public Expenditure on Education in India Abstract Prioritizing amongst the competing ends for the government treasury is a big challenge for a developing country like India. Poverty eradication, health and other crucial social needs compete with education and create fiscal pressures. But an investment in education is considered inevitable. This research paper compares public expenditure on education in India in 2005-06 and 2010-11. As observed, government spent more on revenue account than capital account. Share of the State and Union territories in public expenditure on education was more than that of the Centre. States/UTs spending were highest for Non-plan expenditure across all categories of public expenditure on education. Spending was almost double in 2010-11 as compared to 2005-06 in absolute terms but the relative shares between categories hardly changed. Share of expenditure on education was highest for elementary education followed by secondary education, university education higher education, technical education and then adult education. Key words Public expenditure, education, plan, non-plan, revenue, capital, India INTRODUCTION There are primarily three sources of financing the education in India i.e. financing through central government, state government and non-government sector (including parents, non-government organizations, banks, philanthropic contributions and as a part of corporate social responsibility activities amongst others). Government is expected to shoulder greater responsibility in providing for education due to the social returns associated with education. The central and state financing is further bifurcated in Revenue account and capital account and Plan and Non-plan expenditure. Expenditures on capital account are long-term in nature. They are used for acquiring fixed assets such as land, building, machinery and equipment. Other items that also fall under this category include loans and advances sanctioned by the Centre to the State governments, union territories and public sector undertakings. However, expenditures incurred for the routine functioning of the government departments and various other services, largely not associated with acquisition of assets such as subsidies, salaries, interest, etc. incurred by the government are referred to as revenue expenditure. Plan expenditure refers to the expenditure devoted towards the funding of the plans by the government. On the other hand, non-plan expenditure refers to the expenditures other than those devoted for the plans of government. Plan and non-plan expenditure are incurred on capital and revenue accounts. The objective of this paper is to analyze in detail the contributions made by the Centre and the State governments towards expenditure on education in 2005-06 and 2010-11 and observe the changes thereby. The selected years were chosen due to the availability of comparable data. Data for actual expenditure, revised estimates of budgeted expenditure and budgeted estimates were available, but for the purpose of analysis the data related to actual expenditure incurred was only considered. Henceforth State would refer to State and Union territories combine, CAPITAL AND REVENUE EXPENDITURE ON EDUCATION In absolute terms the budgeted expenditure on education and other departments by Central and State governments in 2005-06 accounted for INR 1,14,389 crores out of which the expenditure on revenue account was about INR 1,13,229 crores (98.99%), on capital account was about INR 1,143 crores (1%) and on loans and advances was about INR 17 crores (0.01%). Similarly for 2010-11 the total expenditure accounted for INR 2,97,311 crores out of which the expenditure on revenue account was about INR 2,93,478 crores (98.71%), on capital account was about INR 3,776 crores (1.27%) and on loans and advances was about INR 57 crores (0.02%). While the absolute budgeted expenditure on education almost increased 2.5 times over the period of five years, the relative share of revenue account, capital account and loans and advances almost remained same. There was just a shift of 0.27% from revenue to capital account. It was further observed that the entire contribution on capital account came from the Sta tes with no share at all from the Centre. As can be observed the share of revenue account left almost negligible share for capital account and loans and advances from the total expenditure. Since capital expenditures are incurred on procurement of fixed assets, the data indicated that lesser expenditure was incurred in acquiring land, building, machinery and equipment. Growth in education would be difficult if it was not duly supported by a growth in acquisition of assets. It can also be observed that the contribution for expenditure on salaries, subsidies and interest payments through revenue account was high. PLAN AND NON-PLAN EXPENDITURE While plan and non-plan expenditure were also incurred on capital account, the amount being comparatively meager, plan and non-plan expenditure on revenue account only had been analyzed. The total budgeted Plan and Non-plan expenditure by education and other departments on revenue account were INR 1,13,229 in 2005-06 and INR 2,93,478 in 2010-11 as suggested in the previous section. In 2005-06 Plan expenditure accounted for 27.9% and Non-plan expenditure accounted for 72.1% of the total budgeted expenditure on revenue account. Similarly in 2010-11 Plan expenditure accounted for 33.2% and Non-plan expenditure accounted for 66.8% of the total budgeted expenditure on revenue account. Therefore over a period of five years about 5% of the share of Non-plan expenditure was shifted to Plan expenditure. For 2005-06 and 2010-11 the Plan expenditure for Center was more and Non-plan expenditure of State was more. Across the total budgeted Plan and Non-plan revenue expenditure the highest share was of Non-plan expenditure by States. The Non-plan expenditure by States accounted for 67% of the total revenue expenditure in 2005-06 and 59% in 2010-11 respectively as can be seen in figure 1. EXPENDITURE ON EDUCATION AS A PERCENTAGE OF GDP Expenditure on education as a percentage of GDP is a globally accepted criterion which is widely used for international comparisons of financing of education. Figure 2 depicts public expenditure on various sectors of education namely elementary, secondary, university higher, technical education as a percentage of GDP. Expenditure of Adult education was nominal and so has not been included. Public expenditure included the expenditure incurred by education department and other departments and ministries respectively for various sectors. India being a developing nation highest public expenditure on education as a percentage of GDP was incurred on elementary education in 2005-06 (1.61) and in 2010-11 (1.7). It was followed by expenditure on secondary education, university and higher education and technical education for 2005-06 as well as 2009-10. In comparison with 2005-06 public expenditure on education as a percentage of GDP was incurred more in 2010-11 across all levels of education. Expenditure on education as a percentage of GDP by states was highest for elementary education followed by secondary education, university higher education and technical education for 2005-06 and 2010-11. But the expenditure on education as a percentage of GDP by Centre was highest for elementary education, and was followed by university and higher education, technical education instead of secondary education, that got the least share. Compared to 2005-06 in 2010-11 the commitment by the Centre increased for university higher education and technical education with little left for secondary education. The contribution by the Centre almost doubled for university and higher education and more than doubled for technical education. For secondary education there was a fall in the public expenditure on education from 0.7% to 0.1% of the GDP from 20 05-06 to 2010-11. It can be further observed that the contribution of state for all levels of education was more than that for Centre for both the years 2005-06 to 2010-11 as can be observed in figure 3. While not much change could be observed in the share of State and Centre as a percentage of GDP in 2005-06 and 2010-11 for elementary and secondary education, a dramatic rise in the share of the Centre as compared to State could be observed for university higher education and technical education for the same period. Similarly the share of State (92.2%) and Centre (7.8%) for secondary education in 2005-06 was almost the same for State (89.9%) and Centre (10.1%) in 2009-10. Share of Centre for university and higher education in public expenditure as a percentage of GDP increased from 23.9% to 38.4% and that of the States decreased from 76.1% to 61.6%. Likewise the share of Centre for technical education increased from 33.3% to 50% and that of the States decreased from 66.7% to 50% from 2005-06 to 2010-11. Therefore the shift from the Centre to State in the share of university and higher education was to the tune of about 15% and for technical education it was about 17%. CONCLUSION The present scenario calls for serious action in support of financing the higher education access in India. A bigger financial commitment surpassing the inflationary conditions both by the central and the state government is warranted. A larger share as a percentage of GDP should be allocated for the expenditure on education to enhance the access to education. Higher funds would be required to address the expenditures on revenue account, like that for filling the vacant faculty positions. On the other side, the expenditure on capital account like raising the qualitative learning infrastructure would be obligatory to achieve a higher rate of enrolments. Access to equitable and qualitative higher education is the need of the hour for a country like India aspiring to excel in the economic growth and development. The commitment from government and private sector towards the investments in developing human capital will determine if the demographic advantage will be a dividend or a liability. Governments today increasingly face the limitation to raise means owing to the fiscal pressures, increased demand for access to education, rising costs, expectations for improvement in infrastructure, increasing the resources, enhancing, quality and competing prioritized demands on the government treasury. For a developing country like India, it is difficult to assume that government alone would be able to achieve the mammoth task of assuring access to education for the masses. Higher efficiencies can be achieved by the allocation of the funds on the criterion of ‘performance based funding’. Increased accountability should be accompanie d by increased autonomy to raise funds at the institutional level, with wisdom to assure the opportunity of access to quality education for anyone willing to pursue the same. The government through necessary regulatory changes should incentivize philanthropic and alumni contributions by allowing tax rebates on incurring such expenditures by individuals. Income generated through consultancies, research and development and providing training workshops in the area of expertise should be appreciated and encouraged. Considering the present and future demand for higher education in India, it cannot be denied that financing remains a serious challenge. To achieve this mammoth task, all possible sources of funding will have to be explored to assure a qualitative and equitable access to higher education.

As he goes on his journey, the things that he sees, and experiences tell the much greater story of Apartheid in South Africa.   Ã‚  Ã‚  Ã‚  Ã‚  When Kumalo arrives in the city, he is in the midst of the poverty and confusion that is the great city of Johannesburg where people from all the native tribes go to find jobs, money, and housing among other things. He sees everything that is going on around him, all the oppression that his people have to go through, and the way they are treated. When he went and found his sister, she was living in horrible conditions, and this really was the way that most black people lived. They had their own part of the city, with their own schools, and their own busses, because the apartheid issue was so strong. By going along with Kumalo we, the reader, see how harsh everyday life is for the natives of South Africa. While Kumalo was on his journey, he passed through the shantytowns where only black South Africans lived, and the busses that they were striking against. We see how difficult it is to go through everyday life as a black person, and how hard it is to get from place to place if you do not know all the right people. This is the way that true South African life was for most people who lived there. It was not a good situation for anyone to be in. There was much disease being spread throughout, and in the awfully crowded living conditions it was hard to escape it.   Ã‚  Ã‚  Ã‚  Ã‚  Another example of the apartheid that was shown through Kumalo’s journey was the example of the bus strike.
